Prime Minister issues decision to establish Smart Government and Digital Excellence Steering Committee

Committee to build a leading, innovation-led digital government ecosystem

HE Sheikh Mohammed bin Abdulrahman Al Thani, Prime Minister and Minister of Foreign Affairs, issued Decision No. (3) of 2025, establishing the Smart Government and Digital Excellence Steering Committee. This initiative supports Qatar’s efforts to build a world-class digital government system with efficient and effective quality services.  

Chaired by HE the Prime Minister and Minister of Foreign Affairs, with the Minister of Interior as Deputy Chair, the committee comprises the Governor of Qatar Central Bank, the Minister of Communications and Information Technology, the Minister of State for Cabinet Affairs, the Minister of Municipality, the Minister of Commerce and Industry, the Secretary General of the National Planning Council, the Undersecretary of the Ministry of Interior, the President of the National Cyber Security Agency and the Director General of the Civil Service and Government Development Bureau.  

The committee will oversee the implementation of the government digital strategy and coordinate efforts between ministries, government and public entities and non-governmental institutions on digital government initiatives to ensure seamless integration. 

The committee’s responsibilities will also include approving executive plans derived from the government’s digital strategy, endorsing digital initiatives and projects, as well as issuing relevant policies and directives to effectively execute the strategy and achieve digital governance excellence. It will also work to maximise the strategy’s positive impact on economic and social development. 

The Smart Government and Digital Excellence Steering Committee’s establishment marks a significant milestone in the State of Qatar’s efforts toward achieving government excellence, a core pillar of the Third National Development Strategy. It aims to develop an efficient digital government model built upon excellence and innovation and leveraging this model to support sustainable development across sectors, in line with the Qatar National Vision 2030.
