Prime Minister inaugurates Doha Legal Forum
Forum supports investment advances dialogue on the future of legislation
His Excellency Sheikh Mohammed bin Abdulrahman bin Jassim Al Thani, Prime Minister and Minister of Foreign Affairs, opened today the inaugural edition of Doha Legal Forum, organised by the Ministry of Justice in partnership with the Qatar International Court and Dispute Resolution Center, under the theme: “Emerging Trends and Future Insights.”
HE Ibrahim bin Ali bin Issa Al Hassan Al Mohannadi, Minister of Justice and Minister of State for Cabinet Affairs, and HE Dr Hassan bin Lahdan Al Hassan Al Mohannadi, President of the Court of Cassation and President of the Supreme Judicial Council, along with several Ministers of Justice, senior judges, and legal experts attended the opening ceremony.
HE the Prime Minister said: “The inaugural Doha Legal Forum reflects Qatar’s commitment to building a modern, investment-friendly legislative environment and to partnering with experts to strengthen confidence in its legal and investment ecosystems.”
Delivering the opening remarks, HE Ibrahim bin Ali bin Issa Al Hassan Al Mohannadi stated that Qatar recognised at an early stage that sustainable investment is rooted in clear legislation, an independent judiciary, and effective justice institutions. He highlighted the launch of the National Initiative for the Development of Justice Systems in 2016, under the patronage of HH Sheikh Tamim bin Hamad Al Thani, Amir of the State of Qatar, as a cornerstone of Qatar’s efforts to modernise its legal system.
He added: “The success of this ambitious initiative is evident today, as Qatar goes beyond offering an attractive business environment to delivering a comprehensive legal framework that protects capital, upholds rights, and sustains long-term partnerships.”
He underscored that investment today is driven by trust, and that trust is created by the law. He reaffirmed Qatar’s view of the law as the economy’s invisible pillar, warning that growth without solid legal foundations is inherently fragile. He further stressed that clear legislation and the rule of law are the ultimate guarantees for protecting investment and assets.
The inaugural Doha Legal Forum reflects Qatar’s commitment to building a modern, investment-friendly legislative environment and to partnering with experts to strengthen confidence in its legal and investment ecosystems.
He pointed out that investors judge a country by its capacity to safeguard opportunities, resolve disputes, and enforce contracts. The law, he said, is the global language of investment, and Qatar speaks it with confidence.
HE Ibrahim bin Ali bin Issa Al Hassan Al Mohannadi noted that Doha Legal Forum is a platform for legal dialogue and knowledge exchange on key issues shaping the digital economy, cross-border trade, international arbitration, and corporate governance.
The Minister of Justice and Minister of State for Cabinet Affairs added that the forum reflects the belief that modern legislation is built through dialogue and partnership. “We are not developing policies for today alone,” he said, “but to secure the future of investment and future generations.”
He affirmed that Qatar’s commitment to the rule of law, economic diversification, and attracting high-quality investment, under Qatar National Vision 2030 and the Third National Development Strategy 2024–2030, reflects its view of justice as a driver of development, a foundation of stability, and a signal of confidence to the world.
Doha Legal Forum convenes around 40 policymakers, experts, and legal scholars, in addition to three roundtables with participants from 13 countries.
Discussions focus on Qatar’s legislative environment and its role in attracting investment, and key legal and regulatory issues related to emerging technologies, governance, and dispute resolution, while exploring the future of legislation and the rule or law across vital economic sectors.
