HE the Prime Minister opens 2025 Global Security Forum

HE Sheikh Mohammed bin Abdulrahman bin Jassim Al Thani, Prime Minister and Minister of Foreign Affairs, inaugurated the 2025 Global Security Forum, themed “The Impact of Non-State Actors on Global Security.”

Bringing together world leaders, senior government officials, academics and security experts, the forum examines challenges to governmental security frameworks posed by transnational terrorist groups, private military companies, criminal organisations and cyber criminals in today’s evolving global security landscape. 

In his opening address, HE the Prime Minister stated: “Today’s international system is undergoing fundamental shifts that compel us to rethink our approach to security and stability. Conflicts have evolved from isolated incidents that could be contained into interconnected phenomena that multiply and overlap, creating a web of global crises that fuel one another.” 

HE the Prime Minister emphasised that Qatar’s approach to conflict resolution extends beyond securing ceasefires and ending hostilities, focusing also on establishing robust foundations for comprehensive and sustainable recovery through collective responsibility and genuine international commitment. 

Highlighting the crucial role of humanitarian organisations, civil society institutions, media outlets and grassroots initiatives in maintaining security and peace, HE Sheikh Mohammed noted: “These entities now constitute the frontline responders to crises, frequently overcoming the bureaucratic and political limitations that constrain official entities.” 

HE Sheikh Mohammed emphasised the significance of this year’s forum, which examines non-governmental entities that exploit security vulnerabilities and thrive on chaos and suffering—from terrorist organisations to organised crime networks—and stressed the importance of distinguishing between peace advocates and those who profit from conflict. 

“Addressing these challenges demands a strategic approach that strengthens and empowers constructive forces while simultaneously isolating and eliminating the resources of terrorist and criminal organisations that exploit human suffering to further their agendas,” said HE the Prime Minister. He added that this goal can only be realised through more inclusive global governance and strategic partnerships between governments and civil society. 

Speaking on the war on Gaza, HE the Prime Minister said:


Perhaps most distressing and shameful for the global community is the weaponisation of food and medicine in this conflict. Children’s deaths from starvation and exposure are being exploited to advance narrow self-serving political interests, while an entire population remains under siege, deprived of their fundamental right to humanitarian aid without any accountability.

HE the Prime Minister underscored that supporting the Palestinian people is not a political debate, but a moral and humanitarian obligation rooted in fundamental values of justice. He added that achieving lasting peace requires establishing dialogue with all key stakeholders, honouring each community’s unique characteristics, acknowledging historical injustices and working to address them through justice and reconciliation. 

In addition, HE Sheikh Mohammed reaffirmed Qatar’s commitment to its role as an active partner in peace and development initiatives, supporting diplomatic solutions to conflicts, providing humanitarian assistance and creating protective frameworks that shield communities from extremism and violence. 

Set to run through 30 April, the Global Security Forum reinforces Qatar’s position as a leading global platform for security dialogue. Alongside its main program, the forum features numerous activities focusing on community engagement, emerging technologies and regional diplomacy, further cementing Qatar’s status as a premier hub for strategic security dialogue and a facilitator of international cooperation.
