Prime Minister unveils Ministry of Justice Strategy 2025-2030
Strategy aims to provide transparent and efficient legal services that address community needs, strengthen partnerships and promote legal awareness.
HE Sheikh Mohammed bin Abdulrahman bin Jassim Al Thani, Prime Minister and Minister of Foreign Affairs, unveiled the Ministry of Justice Strategy 2025-2030 under the theme: Towards an Integrated Justice System.
This comprehensive strategy aims to provide transparent and efficient legal services that address community needs, strengthen partnerships and promote legal awareness while fostering innovation and continuous development.
Speaking at the launch ceremony, HE Ibrahim bin Ali Al Mohannadi, Minister of Justice and Minister of State for Cabinet Affairs, emphasised that the strategy aligns with Qatar’s National Vision 2030 and directly supports the objectives of the Third National Development Strategy.
“In developing this strategy, the Ministry applied a rigorous methodology, ensuring full alignment with the Third National Development Strategy. We analysed the current landscape and identified opportunities and resources against existing challenges, while mapping out future aspirations.”
He continued: “Our vision focuses on delivering pioneering, trustworthy legal services within a comprehensive justice system founded on innovation and international best practices. We are committed to strengthening partnerships, promoting legal literacy and enhancing the professionalism of legal practitioners across all sectors.”
The Minister added that the new strategy will deliver significant results by reinforcing the rule of law, simplifying procedures and enhancing judicial services through a work environment that leverages national expertise.
The strategy will implement cutting-edge technologies, build strategic partnerships and strengthen public trust in judicial institutions, supporting social stability while boosting investment opportunities and sustainable economic growth.
The strategy is built on seven pillars, divided into three core pillars and four enabling pillars. Core pillars aim to revitalise the business environment, enhance government efficiency and deliver exceptional services.
The enabling pillars focus on institutional development, creating a dynamic work environment with a future-ready workforce, leveraging innovation and digitisatio and developing partnerships for comprehensive justice system integration.
In addition, the strategy includes 11 strategic initiatives derived from the core pillars and 16 from the enabling pillars, measured by seven key performance indicators and 28 sub-indicators, with 100 projects across all pillars.
Through this strategy, the Ministry aims to position Qatar among the top 10 countries globally in business readiness, business efficiency, government effectiveness and quality of legislation indices and in the top 20 for the business development component of the Global Innovation Index.
