Web Summit Qatar 2025 concludes with 56 strategic partnerships signed
Agreements bolster Qatar’s global standing in innovation and tech
Web Summit Qatar 2025 marked a milestone in global collaboration, with the signing of 56 memoranda of understanding (MoUs) between Qatari and international entities. These agreements reaffirm Qatar’s commitment to driving innovation, fostering strategic partnerships and positioning itself as a leading hub for technology and entrepreneurship.
The MoUs span 41 Qatari and 26 international entities, from government and semi-government to private and startups. They include 32 MoUs between Qatari and international entities, seven MoUs between international entities, and 18 MoUs between Qatari entities.
Commenting on this achievement, HE Sheikh Jassim bin Mansour bin Jabor Al Thani, Director of the Government Communications Office and Chairman of the Permanent Web Summit Organising Committee, stated: “The MoUs signed at Web Summit Qatar 2025 reflect Qatar’s attractive investment environment for companies operating in various sectors, especially in the promising field of technology. The MoUs also reflect the state’s advanced technological infrastructure, consolidating its role as a key regional accelerator of global innovation and enabling ongoing efforts to drive digital transformation in the government sector.”
He added: “Qatar has become a prime destination for both emerging and established companies worldwide, driven by the country’s ongoing investment in the technology sector. This creates promising opportunities for companies to expand from Qatar into regional markets, aligning with the state’s strategy to diversify its national economy through an integrated ecosystem that fosters innovation and accelerates technological advancement.”
Among the standout agreements signed during the summit—held from 23 to 26 February at the Doha Exhibition and Convention Center—was between Ministry of Communications and Information Technology and Scale AI to advance artificial intelligence and digital transformation initiatives.
The GCO also formalised four strategic agreements with Snap Inc., iHeartMedia, Fanatics and the German Mittelstand GCC Office. These aim to drive growth in digital media, podcasting, and sports, while the latter aims to expand Germany’s official participation in future editions of Web Summit Qatar.
In the digital media landscape, the Civil Service and Government Development Bureau signed an agreement with Malomatia to enhance the Mawared portal, integrating AI and data analytics to improve human capital management and operational efficiency.
Invest Qatar announced five individual partnerships with the Ministry of Digital Technologies of Uzbekistan, Kingdee, Naseej For Technology, Startup Portugal and Yuno to advance human capital development, foster innovation in key sectors and enhance collaboration in the technology sector.
Media City Qatar also announced a strategic partnership with Huawei, aiming to accelerate digital transformation in Qatar’s media sector through the development of a next-generation smart media campus equipped with cutting-edge technologies.
In support of Qatar’s entrepreneurial ecosystem, Qatar Development Bank signed five key agreements with Rasmal Ventures, Qatar National Bank, Microsoft, Builder.ai and Alchemist Accelerator. These agreements will facilitate investments in startups, drive fintech innovation, expand AI capabilities and strengthen Qatar’s position as a regional leader in digital entrepreneurship.
The Qatar Research, Development, and Innovation Council signed two MoUs, one with the Ministry of Labour and another with Itqan Clinical Simulation and Innovation Center, to promote a culture of innovation and its integration across the public sector.
In the telecommunications sector, Ooredoo and Ericsson signed an agreement to enhance Qatar’s 5G infrastructure, leveraging Ericsson’s Cloud Mediation solution to expand high-speed connectivity and digital services.
These agreements highlight Qatar’s commitment to building a world-class business ecosystem, accelerating digital transformation, and championing innovation across industries, attracting global talent, and enhancing its technological landscape in line with its Third National Development Strategy.
The second edition of the Qatar Web Summit, the largest technology event in the Middle East and North Africa, brought together over 25,700 attendees from 124 countries, along with 723 investors, 168 partners, 381 speakers, 710 media entities, and 1,520 startups, including more than 220 Qatari startups. Reinforcing its role as a premier platform for global networking, the event fostered connections between entrepreneurs, startups, and investors from around the world.
