A Roadmap for Transformation
Our Story
In 2008, Qatar embarked on an ambitious journey with the unveiling of a long-term national vision—a transformative roadmap to sustain long-term knowledge-based socio-economic prosperity. Launched under the leadership of then-Heir Apparent His Highness Sheikh Tamim bin Hamad Al Thani, the Qatar National Vision (QNV) 2030 encapsulated Qatar’s developmental aspirations to “build the homeland and the citizen” under four interconnected pillars: Human Development, Social Development, Economic Development and Environmental Development.
To translate this vision into reality, the State of Qatar has formulated three national development strategies, each building on its predecessor and setting measurable medium-term objectives aligned with the overarching 2030 goals.
Over the years, Qatar has made remarkable strides across all pillars, steadily inching closer to realising its envisioned future. Now, with a few years remaining until 2030, the nation enters the final stretch with the recently unveiled Third National Development Strategy 2024 – 2030.
As Qatar continues its transformative journey, the concerted efforts of the government, private sector and civil society institutions will continue to be instrumental in turning this bold vision into a reality, paving the way for a prosperous, knowledge-based society that honours its rich heritage while embracing modern dynamism and innovation.

The Qatar National Vision 2030 is a strategic framework aimed at transforming Qatar into an advanced society capable of sustainable development. It is built on four interconnected pillars: Human Development, focusing on education and health; Social Development, emphasising cultural preservation and social cohesion; Economic Development, fostering a diverse and competitive economy; and Environmental Development, ensuring harmony between growth and environmental preservation. Together, these pillars aim to balance modernisation with tradition while securing a sustainable future.

To address these challenges, Qatar’s Vision 2030 has implemented a series of initiatives within four pillars with the goal of holistically achieving sustainable development for our community and all individuals. These pillars are:
01/ Human Development
The Human Development pillar stands as a cornerstone of the Qatar National Vision 2030, recognising that the nation’s most valuable resource is its people.
This pillar embodies a comprehensive strategy to cultivate a highly skilled, innovative and capable population that can drive Qatar’s ambitious goals forward. It targets investments in education, healthcare, workforce development as well as research and innovation.
02/ Social Development
This pillar envisions a secure and just society driven by high moral standards and capable of playing a significant role in nation-building.
It aims to enhance social cohesion, strengthen family values, empower women and provide social protection for Qatar’s diverse population while preserving its national heritage and cultural identity.
03/ Economic Development
This pillar seeks to achieve sustainable economic prosperity through responsible resource management, economic diversification and private sector growth.
It aims to balance hydrocarbon reserves and production, develop a vibrant non-oil economy, maintain financial stability, promote open markets and create a business environment that attracts both domestic and foreign investment.
04/ Environmental Development
This pillar seeks to achieve a delicate balance between economic growth and environmental stewardship.
It emphasises sustainable development practices that mitigate the ecological impact of rapid economic expansion, both within Qatar and across the region, including biodiversity protection, renewable energy and water conservation while fostering regional and international partnerships to address global environmental challenges.

Infrastructure Development
Doha Metro & Lusail Tram
Managed by Qatar Rail, Qatar’s multi-billion-dollar, state-of-the-art rail network comprises the Doha Metro and the Lusail Tram. Since its launch in 2019, the 76-km Doha Metro has served over 200 million passengers. Complementing this, the Lusail Tram, has transported over 5.5 million riders since 2022.
Sustainable Economic Growth
Localising Jobs
Qatar’s vision for sustainable economic growth focuses on creating a knowledge-based economy, making job localisation a key national priority. Through various initiatives and programs, the country has made great strides to upskill and employ Qatari nationals across sectors, with the aim of developing a skilled national workforce.
Investment & Technology
Nurturing Startups
Qatar has launched initiatives to foster innovation and entrepreneurship through startup incubation. Key programs such as Invest Qatar, Qatar Science & Technology Park and Digital Incubation Center provide crucial support to budding entrepreneurs, offering mentorship, funding, office space and networking opportunities.
Infrastructure Development
Electric Bus Fleet
Qatar’s commitment to sustainability is exemplified by its goal to transform 100% of its bus fleet to electric by 2030, in line with its national vision. This initiative, developed by the Ministry of Transport, aims to significantly reduce carbon emissions and fuel consumption, promoting sustainability and improving Qatar’s air quality.
Sustainable Economic Growth
North Field Expansion Project
A global leader in LNG production, Qatar is further solidifying its position through the North Field Expansion Project. Recently, Qatar announced plans to boost its LNG production capacity to an impressive 142 million tonnes per annum before 2030, representing a nearly 85% increase from current levels.
Investment & Technology
Artificial Intelligence
Qatar is positioning itself as the region’s next AI hub through various strategic initiatives, including the Ministry of Communications and Information Technology’s National AI Strategy. Aligned with QNV 2030, the strategy aims to position the country as an efficient producer and consumer of world-class AI applications across sectors.
