Prime Minister launches Ministry of Endowments and Islamic Affairs 2025-2030 Strategy

The strategy advances institutional performance and enhances the ministry’s services.

HE Sheikh Mohammed bin Abdulrahman bin Jassim Al Thani, Prime Minister and Minister of Foreign Affairs, launched the Ministry of Endowments and Islamic Affairs 2025-2030 Strategy, aimed at strengthening institutional performance and advancing services across da’wah and guidance, endowments, zakat, mosques, and religious affairs.

HE the Prime Minister said: “Today, we launched the Ministry of Endowments and Islamic Affairs strategy as an extension of our national vision and a reflection of our society’s pride in its Islamic identity and values. The strategy strengthens the culture of endowment, reinforces social solidarity, and enhances institutional efficiency by balancing authenticity, modernity, and future aspirations.”

Titled “Embedding the message of Islam in thought, worship, and conduct, while fostering modern, cohesive, and sustainable communities,” the strategy is built on institutional values including moderation, leadership by example, excellence, partnership, and sustainability.

The ceremony highlighted the strategy’s main pillars, priorities, phased objectives, and key initiatives, alongside the ministry’s targets across da’wah, endowments, zakat, mosques, religious services, and institutional transformation.

In his opening remarks, HE Ghanem bin Shaheen Al Ghanem, Minister of Endowments and Islamic Affairs, said: “We recognise the challenges posed by rapid technological and social change, but we view them as opportunities to drive innovation, improve efficiency, and expand impact.”

HE noted that the strategy was developed through detailed analysis, stakeholder consultations, benchmarking, and proactive planning, with a focus on strengthening values and identity, reinforcing financial and social sustainability, and enhancing the quality of government services.

HE stressed that the strategy is founded on partnership and integration with government entities, community institutions, and the private sector, reflecting the ministry’s belief that national impact is a shared responsibility.

The launch of the strategy reflects Qatar’s continued commitment to a development model that balances authenticity and modernity, grounded in values, institutional sustainability, and investment in people.
